There are actually people who doubt that Sara is ever fussy. This video is evidence to the contrary. And this warn't even the half of it!

She has great lungs. In this video, I'd say she might be hungry, but not in any other discomfort. I think she is exercising.
Do you have an infant seat? If you put her sitting in her infant seat, rather than lying down, she can watch things and possibly won't fuss so much. Just a thought.
